Fix secondary header bars to work better on mobile devices. #156

Both the Clients and Admin headers are not full widths, reducing horizontal space. IMG_1318

The Admin header is not sizing to screen width and is hiding some of the icons. IMG_1321

Changed the section content container not to be limited to 1200px and removed the margins/padding. Also, I made the min-width of the tabs to be 64px.
