merging the admin error page feature branch into the react-smum branch. This merge includes:

bug fixes to handle invalid dates, open-ended date ranges on either side, warning thrown by datepicker
switched from moment js date-time object to dayJs
added alert banner to tell the user they have entered an invalid date
