Feature: Create a New / All Clients by Zip Code Report #89

  1. Create "Household Reports" category in reports
  2. Produce a monthly report by zip code that shows All (active) / New Clients by month.
  3. Split the report into two sections - Homeless and Homed.
  4. Add a percentage of homeless (tbd)
  5. Add a percentage growth - new vs existing (tbd)
