Monstro's Lung + Eye of the Occult is unplayable and needs a reworking. #1493

The Monstro's Lung and Eye of the Occult "synergy" causes a release of occult tears that spawn in Isaac's place and immediately sinks down even if you try to move it, which basically ruins one's entire run. This synergy should be fixed so that the synergy alone doesn't ruin one's entire run.

Likely caused by https://github.com/UnderscoreKilburn/repentance-issues/issues/766 since Eye of the Occult is a big range up.
