The power generation quests seem to come before this quest as far as progress goes. The player has likely made some form of Thermal Expansion generator and needed a crescent hammer to rotate it. The EnderIO line of quests seems much later and should give a reward more appropriate. Maybe something like the mods own wrench or even better the little known Conduit Probe which needs the wrench in its recipe.
