PETSc_jll 3.19.6 in CI #22

This uses PETSc version 3.19.6 (now available as precompiled binaries in PETSc_jll) to compile LaMEM. I also update the CI as some function names in GeophysicalModelGenerator.jl and LaMEM.jl have been changed
