Storage and retrieval of place sets for visitors

After fixing bug filed in #69, I was able to test the feature to save place sets. I wonder how this will be managed for visitors. Could we just generate another UUID that the visitor would have to note down somewhere?

I have already programmed behavior for that:

• Visitors (or: everyone with the readdb role) will be able to retrieve saved place sets from the database. So, if a logged-in user has created some, or you want to have some in there for everyone to see, those are available to visitors as well.
• Users that can write to the database (i.e., users with the writedb role) can save place sets to the database.
• Users without the writedb role (i.e., also visitors) cannot write the place set to the database. In that case, if the visitor has agreed to all cookies being stored (not only essentials), the place set is stored in localStorage (i.e., in the visitor's browser). If the page is not allowed to store cookies, the place set cannot be stored in any way.
