ClassNamesNoSubpartSuffix.java moved from test to util folder. #45

This change allows to use ClassNamesNoSubpartSuffix in production build.

Please exclude commit fe194b4 from the pull request. Commit 09bd665 would not work: the package of the ClassNamesNoSubpartSuffix needs to be changed as well. Also, I am not really sure why this is needed as the org.unitime.timetable.test package is included in the production build. Commit 6beae7a has been already merged by commit f9aaf43 (request #44).
