That is by design. Element mag acts differently than line magnification because some images are oversampled in the x direction.

When adjusting the image magnification, even though the image size and magnification are linked, if I adjust magnification using the right (y?) slider, magnification/image size along only one of the dimensions is adjusted. If I use the left (x?) slider, both are adjusted. See animation:

I would suggest then, that some labels for those sliders would go a long way towards making that clearer--I had no idea whatsoever that's what the different sliders were for. Also, based on that explanation, I'm unclear why changing the "line magnification" would change the "element magnification", but then not the other way.
I also found the following pretty confusing:
Or, maybe it's time for a pardigm shift. This widget was intended mainly for McIDAS-X users who know about such things. I would suspect that most other users don't know how to use it anyway. (for example, the NxM is Y by X (linesXelements), not the normal X by Y that most geometries use). I'm not saying it's right or wrong, I'm just giving you context of why it does what it does. Feel free to discuss this with SSEC since it's mainly there for Mc-V users - I have no skin in the game.
