webmod2 content migration #152

migrating of content in /software/idv to new host continues.

Thanks for doing all this, Jen. All references to webstart should probably be removed from the IDV documentation since it doesn't work anymore. Not saying Jen should do this but the docs should be updated to reflect this. One less thing to modify the next time servers change.

I think the download links for different versions need to be pointing to different "artifact.uniidata.ucar.edu" sites, but I will merge this and thinking about the correct links
