Added states that were not included in list of pre-defined projections. McV inquiry #1294 #24

All 50 states now have a predefined projection. There are two new levels for the states (A-M and N-Z). States that were previously defined remained intact and duplicated in the new lists. The old projections had to remain so bundles would not break.
