Add feedtype NOAAPORT to LDM #69

Given that Family of Services (FOS) has been gone since the IDP was implemented at the NWS, I request adding feedtype NOAAPORT to the LDM. It would encompass....well, everything now seen on NOAAport, including what is now called IDS|DDPLUS|HRS|NGRID|NIMAGE|NOTHER|NEXRAD3|EXP.
