UDUNITS 2.2.28 tag (and update?) needed #109

The latest release is noted as 2.2.28 (2020-12-28) in the release notes. It'd be great if a new tag was minted for this version

This appears to already have been reported in https://github.com/Unidata/UDUNITS-2/issues/104, but it doesn't look like that led to a tag.
