Merge NCEP NAWIPS 7.14.0 #54

see #53 for notes as I thrash about here. This tree built for me on RHEL8! I need to review functionality yet, so marking this as a draft to get more eyes on it. I attempted to break apart the PR into more atomic commits. The size of the diff is inflated by the Tables and Maps update, which generally should be straight forward updates. I broke out ca3b682 as it appears to be a massive whitespace style change, but there's one Chiswell change necessary to re-instate. eb990a8 is the meat.

A Unidata community user has built and been using my branch with success on RHELv8 this week. They did need to update the extlibs zlib, which I have found necessary as well and is something that future NCEP NAWIPS releases will likely be doing. #58
