Update to NAWIPS 7.15.0 #97

Whilst perusing the NCO weekly changelog, we find this GEMpak

RFC 9499 - Implement NAWIPS v7.15.0 software release which covers these primary areas: ● Bug fixes and other issue resolutions. ● Cumulative revisions to NAWIPS data tables to support maps/bounds, surface stations, tropical, and other routine periodic updates. ● Integration of compiler, and certain changes required to support the WCOSS supercomputer and RHEL 8 Operating System transition projects. ● Updates to Volcanic Ash Advisory user interface to support the NESDIS Satellite Analysis Branch.

I don't see the code yet on the NCEP website, but will be :eyes:

NCO website has it now, turning cranks to see how much trouble this will be :)

I'd love to see the changes and fixes in the release notes…
