PolyconicProjection Test File #615

We need to get an example file that uses the Polyconic projection.

Contacted the person who added the PolyconicProjection and asked if there was an example file.

There's no discussion of the polyconic in the CF convention grid mappings. I'm wondering if the projection was originally added to NJ because it is listed as a possible grid type for GRIB 1 data.
