concat naming_authority and id in fileIdentifier #13

IF naming_authority exists then concat naming_authority and id in gmd:fileIdentifier with a colon seperator.

@lesserwhirls or @geoneubie , would you guys be willing to create a new release with these changes, perhaps as 2.3.0?

I think it should be 2.3.0 release instead of 2.2.6 because new functionality was introduced.
