Manage fulfillment in pre-booked state #414

The state model currently does not allow for fulfillment in pre-booked state. Some IMSs require at least an id in pre-booked state for their processes.

We need to define which states are mandatory to be provided by providers and to be understood by consumers of the OSDM API.

Move Fulfillment Status from FulfillmentParts to Fulfillment
Add PREBOOKED to FulfillmentStatus
? Align BookingPartStatus with FulfillmentStatus when makes sense
