Launch a separate interface for donations to Ukraine

Create a fork of the interface that can be served from another url like donatetoukraine.uniswap.org. Changes needed:

[x] Remove header with "swap, pool, etc"
[x] Fix output selector to ETH
[x] Potentially remove Output selector altogether (waiting on design to clarify)
[x] Simplify autorouter output to show the net ETH that will be sent (design)
[x] Change button to "Send", instead of "Swap"
[x] Add a header on the top (like the L2 warnings) explaining the purpose of the page, where the funds will go, etc. (need designs)
[x] Publish and enable new domain to direct to this fork

[Would save this issue till the end if this is time consuming]

[ ] Need to handle the case where someone simply uses the interface to "Send" without a swap. Should be able to bypass swapping by selecting ETH. Current setup doesn't like that.

[x] Disable actions on a non-L1 network
[x] Background change to Ukraine flag
[x] Overlay ETH icon before "Sending as ETH to:"
[x] Banner: Need a "Learn More [Twitter Icon]" link (Hari)
[x] Language of the top section: "Select a token to send - it'll be converted to ETH before sending."
[x] Height of the Learn More looks small; need to increase
[x] Arrow should overlap the output Div
[x] Enable donate.uniswap.org (@cmcewen) @ianlapham will share the final URL with query params
