Description of changes

Move state, permission modifiers, and ERC721Permit to PositionActionsRouter
PositionActionsRouter inherits Notifier
Move external Notifier functions to Notifier.sol
Cleaned tf out of the imports
Defined interfaces for every subcontract, still missing natspec
