Tracking the progress of implementing the Collector implementation.

[x] Core class definitions
[x] Interfaces and implementations to store and retrieve data in local file store
[x] Core algorithm for running collector algorithms in the proper order

This is nearing completion, the main thing remaining to ensure that this is complete is implementing test cases to improve the code coverage for these features. The complexity of defining the algorithms has been the main impediment.
