Describe the bug

• [ ] ENFORCERS AI Turrets will target IAC - needs more testing

• [x] Saved loadouts not appearing - cant fix, happens when scenarios are updated

• [ ] Make Briefing setups and arsenal w/: flag appear in GM spawn list

• [x] Disable IAC faction on the 1MB_GM scenario/lock it to admins - fixed

• [ ] Add fortifications - 1/2

• [ ] fix montignac mission
