Description

As a user, I would like to know if my project is setup correctly and optimally for URP.

Make sure a URP Asset is specified. There is a warning message in the UI but we should surface it in PA.

When using URP on mobile, we should:

[GPU] Warn if HDR is enabled.
[GPU] Warn if MSAA is enabled and set to 4x or 8x
