Added FAQ for common issues with submissions #38

As suggested by @spMohanty , this PR adds FAQ with possible solutions and guidance with common issues people have faced (not comprehensive list, picked the recent ones from Discourse).

Also includes link at the top of README. I figure it will handy for people on this final week of competition to have it somewhere very visible.
