Add shader effects like Blur, UV distortion, refraction etc #33

Issue created by Huzaifa Arab as Bitbucket Issue #​33 on 2015.10.20 09:51. This would greatly help in producing high quality UI's in minimal time.

Refraction i guess I could do to, something similar to me heat haze effect I did for a magazine a while ago maybe, but not using multiple cameras as it's not being applied to the scene but to a UI component.
