1 year ago ok, so it turns out.. all the titles i was looking at in fbi.. were on the sd card.. i had to scroll all the way down to the very bottom to the titles on the nand which had dark blue text. it was the same for gm9. i was looking in the wrong place. i deleted title and ticket using fbi and then restarted my 3ds, and it was gone, problem solved. feel free to use this for info for anyone else having this issue.
I cant for whatever reason find a way to delete this app. i recently switched to pksm to manage my game saves.. and since i no longer need pokemon chest because of pksm.. i cant find a way to delete it.. it's not located anywhere in data management. ive used gm9 to try to find the title.. but it cant be found, i've also used fbi to locate it under titles, not there either. i dont know what to do.. its driving me crazy!
