• I'm so short that I can't reach the shelf.
• My height is insufficient to reach the shelf.
• I have too few/not enough books to reach the shelf.
• I have so few books that I can't reach the shelf.
• I'm too short for the ride.
• My height is insufficient for the ride.
• We don't have enough people for a quorum.

I was recently involved in a paper on how AMR handles these (and some other constructions).
