It's a todo task per https://universaldependencies.org/en/pos/PRON.html#relativeinterrogative-wh-pronouns:

TODO: tag whom(ever) for case; lemmatize whom as who and whomever as whoever

The discussion will be in https://github.com/UniversalDependencies/docs/issues/517. Looks like no clear decision has been made for this.
