Annotate VERBs which have neither Mood nor Tense features #58

There are a couple hundred of these, the majority being forms of the habitual present "bíonn", "bím", sometimes the relative "bhíos". I can deal with the others manually, but how should we annotate bíonn? Aspect=Hab|Tense=Pres?
