Paired adverbial `cc`s in Slavic #479

Czech, Ukrainian, Russian have this construction for both A and B: jak A, tak i B. However, the annotation is inconsistent among the languages and inside Czech. This is also about general problem of how much syntax should we put into morphology: should jak become CCONJ?

I think the UPOS tags should be ADV. There are other examples of grammaticalized adverbs used as cc and I think the dependency label is sufficient to indicate the function. (There was a related discussion in #237 and although I tentatively voted there for tagging them CONJ, the position in the v2 guidelines is that POS tags should not be so much dependent on dependency relations in which they appear.)

I am labeling this issue as a bug in the Czech data and assigning it myself to fix it.
