In addition to the non-error error-messages below.

1) When sync is started from Systems View Controller and an error is shown the Systems Vc is not closed causing a request to sync again.

2) For new installs Program folder needs to be created so users can create programs in app.

Removed errors for variables and network resources. Added root program folder no sync if it does not exist.
