Add dockerfile to front-end that should be published to docker-hub

Added workflow that automatically publishes image to docker hub. The Continous Deployment script is available here: https://github.com/UniversalDot/front-end/blob/develop/.github/workflows/publish.yml.

The deployed image is pubished on docker hub here: https://hub.docker.com/r/universaldot/front-end
