Move VERSION file inside of repository tree #8

Add a VERSION file and update setup.py to look for it inside the repository tree. Fixes #1 Version was set to 1.0 but this is quite arbitrarily so long as there are no tagged releases (#3).

VERSION file is only needed for our internal CI build system. I'd rather remove dependency on this file, and just tag versions. Thanks for contributing.
