Hide language options where translation files not available #27

As a user

I want to only see language options that are available on that site

So that I don't get confused

e.g. BL UV - you can set the language to Welsh but it doesn't change (as the translation files are missing?)

Are the files not built into the standard deployment?

Dunno, but if they were I guess they disappeared at some point.
