Timetable loading #35

We now have timetables attached to each public transport graph. https://github.com/Ifsttar/Tempus/blob/master/src/core/public_transport_graph.hh#L135

They are used in the new isochrone plugin.

Things to do:

[ ] load and store public transport scheduling based on frequencies
[ ] add serializing methods for timetables
[ ] use internal timetables in dynamic_multi_plugin and get rid of manual loading in it
