Frontend Design Update #13

Added a basic frontend layout using React (JSX as components), HTML, CSS (Bootstrap), and Javascript. Some things that have been added:

Landing page, Dashboard page, Proposals Page, Grants page, Help page (currently empty)
A couple of React components (Cards, Navbar, Banner etc) used to build these pages. Most of the components were built using some form of Bootstrap
Very basic routing between the pages using react-router
A now functional "connect wallet" button that connects to MetaMask

All pages + the overall design is still very much a WIP, just wanted to get this all pushed before I forgot
