start refactor of grants component #48

@CptAstro here's a start as to what I was thinking. It doesn't work right now. The logic with the buttons doesn't work yet. I think it's confusing that in the current impl the logic for updating the buttons is split between the Grants component and banner. I think there's a much cleaner way to do this, but not sure what the exact strat should be. Either way, not the most pressing issue for now.
