First I fixed the refresh issue when viewing proposals. Prior to this PR, refreshing on the view proposal page crashes the app. I have eliminated Redux entirely in the view proposal process, and have instead just done URL params with the proposal ID. This way, refresh won't cause the page to be blank. I also added some text and a loading symbol for this view proposal page for when someone refreshes and the data is not yet pulled.
Second I added a feature that will automatically refresh the proposal data seen on the app once somebody submits a new proposal. It takes about up to a minute to show up on the page, but the nice thing is that existing data doesn't have to reload. The new proposal will just show up once it has been fetched off chain.
