Add HQP sometimes creates multiples of that user #134

Randomly when someone fills out the Add New HQP form, it will create 2 or more of that user. I can't seem to replicate this, so I don't yet know the cause. It may be browser related.

I'm unable to replicate this at all. A couple months ago I fixed an issue with this where if a button was clicked more than once it would submit the form multiple times, creating many of the same user, but I was still getting some requests regarding this after the change. It is possible though that their browser was caching the old script. I went back about a month for new user registrations and didn't notice any cases where this issue was happening, so maybe it is actually fixed. I'll re-open if I see it happen again, but for now I'll close this one.
