The latest version of Mediawiki is 1.23.x. I think we should at least upgrade to version 1.19 (which is the current LTS release and at this point is probably pretty stable/secure).

I think an upgrade should go easier than it would have a couple of years ago since we are no longer as dependant on hooks.
