Initially the departments can be manually inserted in the the DB. We initially only need a handful of those.
For starters, we can always assume that the new thesis always belongs to the Department of Computer Science.
Later on, we should allow admins to edit the departments list and force all users to choose what department they belong to when they login the first time to the software.
