Commissioned programmes should be excluded with other special studyrights, that is, if this selection is done

Examples:

KH50_009 / Bachelor’s Programme in Atmospheric Sciences (Commissioned education)
MH50_015 / Master’s Programme in Atmospheric Sciences (Commissioned education)
T923103-N / Doctoral Programme in Atmospheric Sciences, commissioned education

This is implemented in the backend by checking if a student has a studyright in one of the commissioned programmes. There is a flaw that could become relevant in the future: the code assumes that the students is only in a commissioned programme and not in any other programme.
