Class statistics: "Combined Excel" should match the other Excel downloads #4551

When using the "Combined Excel" button to download the contents of the General and Courses tables the results do not match what the individual Excel sheets have. There is some copy-pasted logic that has become outdated.

To fix, refactor and extract commonly used logic and make sure the titles and contents match the other two Excel files.

We decided to remove the whole functionality instead.
