[Backend][Updater] Renamed facultyCodes to organisationConstants and moved universityOrgId there #4562

Renamed facultyCodes to organisationConstants. Added new env variable ROOT_ORG_ID to overwrite universityOrgId default value will be same hy-university-root-id
