[Backend][Frontend] Replaced curriculumPeriodIdToYearCode with curriculumPeriods #4619

[Backend] Created curriculumPeriods service and refactored getDegreeProgrammesOfOrganization to use CurriculumPeriods instead of curriculumPeriodIdToYearCode way

[FacultyProgrammeOverview] Added creditCounts keys length check in function calculateStats

Note to Toska: the isRelevant check is now updated regardless of service provider, so if this change is not ok for you, we need to add an if clause switch for the relevant check.
