The is_study_module attribute seems to be broken in the Course table. Investigate why the information is incorrect.

A possible fix was introduced in commit 7432f59a81904d979aadefbb6855958159a1fcce and was deployed to production in release 3.1.15.

We will monitor production to make sure this works before closing the issue.
