[Study programme overview] Add a way to select a subset of years

Currently user can only choose either one year or all of them. Add a possibility to also choose a subset of years

Find out what's a good number of students so that page doesn't crash. Any selection beyond that number can be prevented (also Total if the degree programme is too big)
