Clearly show vacant officer positions for posts held by multiple people #1091

Today, if an officership (eg Assistant Chief Engineer) has two roles available but one is filled, it will only show one person in the role, instead of one person and one vacancy.

We should clearly show vacancies for partially filled positions.

Possible implementation: add a num_people or similar column to officer, and add a vacant indicator where we render the officers.

This will also need 2016-site changes to show it there, but it'll need to be in MyRadio first.
