Add description for enchants #46

A long time ago in my old server I asked a dev if he could add descriptions to the enchantments, here you have the plugin, it's from API 3 but it's to see how I leave it in case it's useful for you.

One question, do you know when you will have time to port to API 4 and add all the suggestions?
