This is kind of a big task. I'll get this done by Wednesday's meeting. For reference:

EVERYTHING SHOULD BE IN us-east-1. NOT OHIO

[x] Create S3 bucket (to store lambda code)
[x] Create RDS instance
[x] Create a test lambda function
[x] Create a test API
[x] Create VPC
[x] Configure all the network shenanigans
